Charges have been filed against a suspect arrested in a fatal auto-pedestrian crash that occurred at 4100 West Orem Drive about 8:45 a.m. Thursday, January 16.
The suspect, Rwangamugayo Emmanuel, 39, is charged with intoxication manslaughter and intoxication assault in the 209th State District Court. A booking photo of Emmanuel is attached to this news release.
The identity of the deceased male, 35, is pending verification by the Harris County Institute of Forensic Sciences.
HPD Vehicular Crimes Division Sergeant E. Alejandro and Officer M. Lozano reported:
The male was working construction on the sidewalk/entrance of a parking lot of a food store at the above address when the driver (Emmanuel) of a silver Nissan Sentra, traveling westbound on West Orem, lost control and drove onto the raised concrete curb. The Nissan then struck the male, continued on the sidewalk and struck another male construction worker. The Nissan then struck a light pole, spun around and struck a silver Lexus sedan that was also traveling westbound on West Orem.
Houston Fire Department paramedics responded to the scene and pronounced the first male deceased. The second male suffered broken bones and was transported to an area hospital in stable condition. The passenger in the Lexus was also transported to an area hospital with minor injuries. The driver of the Lexus was not injured.
Emmanuel, who was not injured, remained at the scene and exhibited signs of intoxication. The Harris County District Attorney’s Office was contacted and Emmanuel was charged and booked into the Harris County Jail.
